I always thought the cameras were owned by the local or state governments or law enforcement agencies. I recently learned that many are owned by third parties who mail out the citations and capture 40% of speeding fines as their revenue.
The legal question is whether these companies have a right to issue traffic tickets and collect speeding fines. Enough judges believe the answer is "No" that every disputed citation is reversed by the courts.
