I would suspect that by now it is a multitude of Saab's and Volvo's driving around with the "wrong" fluid in the system instead of the CHF-11S that came from the factory.
I don't recommend doing it since I follow the book whenever I can but I'm sure it is a lot of quick lube places that have added whatever they have on hand since the newer systems using CHF-11S loose a lot of fluid over time without leaving any greasy traces whatsoever.
Ever since that fluid was introduced in aroun 97 on Saab and 99 in Volvo's, I have had to add some at every oil change and new customers have been coming in with noisy power steering and it only took to top off the reservoir and it got quite.
By the way, the CHF-11S is now superseded by the CHF-202 by both Saab and Volvo.

Maybe this fluid has bigger molecules so that it stays in the system?
