I was under the impression MA (like other states) shared CA emissions specs and required cars to be so-certified. Most every car manufacturer offers a specific option for these "green" states except for super low volume ones. I'm sure Mazda is one of them, and I'd wager you can find out on Mazda's website by using their car configurator to build one.
Federal law prevents any state from blocking the importation of used car based on their original emissions configuration, but to be used the car needs to be 18 months old (IIRC). If she bought it in Florida, it'd need to be registered there (or somewhere else) for that long before she could register it in MA under those rules.
FWIW, those rules usually apply to sales tax, too, so if buying the car in Florida is a move to ditch some sales tax, she'd get hit with it anyway if she tried to bring the car in before 18 months had past. Or, that's usually how it works.
