GM sells more cars in China than in the US. I don't think there is much of a battle between US vs. China here, but more like different Chinese companies/factions fighting each other:
1. GM's existing partners/joint-ventures like SAIC (51% JV partner for "Shanghai GM" selling Buicks; GM had just sold the decisive 1% a couple years ago to SAIC during the crisis) probably prefer Saab stay out of China, so they can charge more money for Buicks;
2. Youngman, and now Bank of China with potentially one of the deepest pockets in the world, want Saab, and in the process are willing to pay GM real money for already written-off preferred shares.
Looks like some Chinese politics is involved. The central government might be trying to reduce the dominance that SAIC enjoys in that country's car market. SAIC was selling as many new cars in China last year as almost 1/3 the entire US new car market; that's in a market with dozens of domestic competitors. If SAIC were selling that many cars in the US, it would hold by far the largest market share; existing New Big-3 (GM, Ford and Toyota) each holds about 15-19% market share in the US, at 2million units or less in the US whereas SAIC sold over 3 million light vehicles last year in China. That may also explain the riddle I always wondered why SAIC never stepped forward to acquire SAAB; it would never be approved by their central government.
