Haha - I love that cars with OBDII are now "older vehicles."
I bought a friend an Equus 3100 Innova CanOBD2 over the summer. It was about $70, and it's *super*. A screen big enough to read, easy to use, and you can plug it into the computer to retrieve more info.
Scanners in this price range generally only handle engine fault codes, not ABS or transmission. If those are important to you, you may need to spend a *lot* of money - less expensive ($200) readers will often do domestic vehicles, but if you want foreign vehicles you'll generally be spending substantially more.
There are a few options for code reader software that runs on a laptop and uses a standard USB->DLC cable, but they tend to be specialized per-manufacturer. If you're only talking about one brand, this may be the better approach.
