Should I lawyer up?

One of my daughters is in Miami Beach and has rented an apartment. The modeling agency she works with set it up before she got down there. It was being renovated and is supposedly all newly done. She paid the first and last month's rent in advance
So she gets there on Tuesday and the apartment isn't ready--awaiting an occupancy permit. "Two days," says the landlord, who puts her up in a hotel he also owns (no charge). It's now Friday, no occupancy permit and no word on when she can actually move in. She's burning through cash eating in restaurants. "Monday," says the landlord. Color me skeptical!
So the question is, do I have any legal recourse if this keeps going on, or can I recover for "damages" for her not having a place to live that she has paid for? She's getting a copy of the lease from the agency (which is semi-useless in this deal) so I can see the details, but I'm thinking there has to be something.
Any thoughts? Anyone know a good lawyer in Miami?
