It can be in cases like this... different parties may want different parts and not others, so they will pay a "premium" just for the parts they want so they don't have to deal with the parts they don't want... or if forced to bid for the whole, their bid may reflect a discount they are putting on the parts they don't want. For example someone might want the Phoenix platform technology, but not a plant in Sweden, and really does not want to have to deal with the time, resources & costs of selling it.
Of course the opposite may also be true, that someone puts a premium on the whole.. such as a "turnkey" car company.
It all comes down to not so much what something is intrinsically worth, but who is in the market, what do they want & what are they willing to pay.
There are several issues & uncertainties going on that complicate the sale of the whole, and how to value it... the whole GM IP thing, if the other SAAB will license the brand, etc.
