it's true... and that did cause a long standing division in the country. Of course nowadays, the most easterly are oil producers as well... it's the center of Canada (aka "The Center of the Universe") that doesn't so much... yet the lowest oil prices are often there... has more to do with availability of refineries these days I think. I remember when a key refinery was down when I was on a trip "back east" + all the gas stations were drying up... also points out the issue with fixed prices, because gas prices are regulated in that area on a bi-weekly basis... makes it tough when there is not enough to go around + that would ordinarily be regulated by market forces (price goes up, and there is still at least gas if you *need* it + drive less if you can't afford it saves supply vs. hoarding at a fixed price)... fortunately, our Saabs like premium, and that was more available than regular (due to the higher price), so I never was stranded!
another interesting observation is the difference in the premium for premium in various locales... even though regular is cheaper here, I pay more for for premium here than there because the differential is different!
