this is for a 9-5? The front lower corner of the rear fender between the fender + door (where they all rust)? og 9-3 is pretty much the same...
I highly recommend oil spraying the car annually with something that creeps (Krown or Rustcheck), done by someone who will get it inside all the cavities.
Unfortunately it's really really hard to fix rust once it starts - much better to prevent it... To get through the rest of this winter, you could clean/dry it and spray with the green can of rust check (crappy tire sells it). Once it's summer + dry + can do it properly: it's a small enough area that a diy job will be fine. I'd remove *all* the rust + POR-15 it. POR requires numerous steps (need like 4 days of complete dryness + warm enough temperatures) + it is a good to follow their advice. I have done hack job emergency repairs with it + they have been ok, but less effective. I've used other automotive primers but nothing quite like POR-15! Once you've got POR on there, you could smooth some fine bondo over it, sand, prime + paint (masking off all but that area)... should be good for a long time if you got rid of all the rust to start with...
After that, oil spray it. I get ours done with rust check every fall but other brands are probably fine also. I usually also touch up the key areas by hand myself (with the thin creeping rust check in the red can)...
anyway, that is the approach I've taken with c900 repairs + I've got 2 still on the road in spite of Canadian winters (and all the bloody salt trucks)... our 9-5 is basically rust free (only the undercarriage/suspension parts have a bit of surface rust from the previous owner), but it is effectively brand new: 2004...
