sounds like you are describing something analogous to a hook turn (commonly used in the city center of Melbourne + probably a few other places)... though there it is a specific lane/light iirc (it's been a while), but you cross the other (stopped) lanes...
I didn't realize that in a 2 (or 3) right turning lane situation from 1 way to 1 way, you could proceed in the left most lanes on red? kind of makes sense I suppose, but I haven't been in that situation (often anyway) to observe... hmmm, maybe a bit like multiple lanes through a rotary... done that before (most memorably, also in melbourne, though in mirror image)...
