I don't think you're going to find one box that performs both tasks. As you've no doubt noticed, there a bunch of PC-tuner solutions out there, keeping in mind there's also a software angle to that part of the equation.
And... there are standalone tuners which are pretty rare beasts. Unless you really don't care about picture quality, I'd steer away from most "digital TV converters" which typically have an RF output your projector can't use and composite and/or s-video outputs which won't yield nearly the picture quality your projector is capable of.
