It probably depends on the details. I'm not sure I would bother. I haven't used ebay in a while, but a few years ago when I did use it more regularly it was common for sellers to request the paypal fee. It was also common courtesy for buyers to add the paypal fee if it wasn't asked, so that is what I always did. I agree it is rude for him to shout back at you simply for not offering to pay the fee. If he didn't include it in his costing, he shouldn't expect to get it. It is quite possible that the protocol has changed as ebay has become more commercial over time (and imho somewhat less useful). Having all the fees included makes the bidding more fair, though I suppose if someone pays by other means that don't incur fees, well, they shouldn't have to pay an included fee... Paypal does offer the seller convenience also, not just the buyer, so the seller should not really expect to get that convenience for free... ie you must use paypal, but you must top up your bid 4% after the fact, doesn't make sense...
I probably wouldn't bother to report him though, as he did at least refund your money (and I'm generally non-confrontational). I can understand though that the experience would leave a sour taste in one's mouth...
