Norm, "Car Talk" was never a live radio show. The callers were certainly real though. I believe they'd call and talk to a producer/screener in the days prior to a show's airing. If the caller made it through that process they would then contact the caller. Each segment with a caller would be combined with other segments into what we finally would hear as "Car Talk". Given the number of public radio stations, different time zones, etc. it would be pretty difficult to air "Car Talk" live.
Shows like "Wait, Wait, Don't Tell Me" and "Marketplace Money" use the same sort of approach for their call-in segments.
And as a 20+ year on-air volunteer for a public radio station, I can tell you that the funds public broadcasting receives from the government are miniscule. Given what passes as "news" and "in-depth" reporting on the major networks, especially Fox, I'm glad there's an NPR and a PBS. But if you'd like to see Antiques Roadshow go away, you have my full support!
