I use to live in Chicago & now out in the burbs. Living and owning are two different things. For owning, because of tax records & deeds/titles, you may be able to find out who owned the property from the Cook County Recorder of Deeds (I know recent ones are online... but I don't know about back to 1965). For property tax, the Cook County Treasurers office perhaps?
As for strictly living, as there is no city/county income tax & the state ones started in the late 60's, unless the person had a reason for it, I'm not sure the City would know. When I lived in the city in my early 20's most of my government interactions were with the county & state (DMV, jury duty, registering to vote, etc), I don't remember any dealings with the city, except the occasional moving/parking violation and a library card. You may want to look at Cook County departments.
Reverse directories might be your best bet.
