Their EPA employs even more bureaucrats than our EPA does, just like their FDA employs 200,000 bureaucrats vs. ours about 2000 . . . yet their food is much more dangerous than ours.
All economies go through a phase where people trade their quality of life for higher nominal standards of living, then flip the trade the other way around when the higher standards of living enable environmentally more sound practices. The dynamics is subtle and very much driven by individual's subjective preference (generational dynamics plays a role too). A government monopolistic say on the trade-off tends to be captured by big money interest, just like our government's treatment of big oil spills, and their (Chinese) government's past practice of suppressing mass protests against pollution. That explains why the change for the better is taking place painfully slow over there.
