I designed electric vehicles in the early eighties (including a small demonstration fleet for the USPS; my employer was in competiton with Grumman to provide ev's for a DOE electrification program).
The predecessor to the van I was responsible for was a jeep-like vehicle used primarily for in-plant transportation. To be able toit classified as an SUV rather than a passenger vehicle because there was no possible way we could afford to meet the stringent safety and other standards passenger cars were /are subject to and one thing we were obliged to do was make the doors easy to remove and replace, and make them transparent. In our case the doors had a metal frame covered with a combination of canvas and clear plastic.
The odds are long that the BMW electric concept car will be a near-term commercial success so BMW would not want to make the investment required for mass production and it may be they are skirting legislation in order to be able to get real-world experience with a limited run of test-bed prototypes
