adhesive/ removal of decals on Saabs

Really 2 questions. On my 2007 9-3 2.0 Conv., the zero of the 2.0 on the back of the car has come off. I bought some 3-M adhesive today and read the back of it and it said to sort of rough it up. The back of the symbol seems to have a foam sort of filling in the blank of the back of the zero. Should I just leave that be or do something different to get it glued back on?
On my 1993 Saab 900TC with less than 79,000 miles and garaged most of the time, I had the hood painted and am positive the hood badge was perfect. When I picked it up, they did a great job overall, but the badge was damaged, mostly some blue gone on the edges, but almost all the red. I noticed it immediately. The guy said he had pics that it was like that when I brought it to him. Allstate is my insurer, and they guarantee before they started their work. By the 3rd time I asked to see the pics, he really didn't have pictures clear enough to show it either way. At this point, I'm so fed up with this guy, I'd rather do it myself.
I bought fishing line to help remove the badge, and I have my blow dryer to try and soften whatever is under there. The person where I bought the 3-M adhesive for my other car said Goo-Gone was best to help remove the badge without damaging the paint. The paint has had over 2 months to cure, and obviously I wouldn't use the GooGone to excess. Any thoughts or recommendations from you guys? I'd really appreciate it.
