There are a few black panels on SAAB 9000s that always fade, in particular the lower panels behind the rear wheels and the rocker panels. After using various products like Back to Black and ArmorAll, I gave up on them and tried some black bumper paint that I had left over from my Alfa - this is not just regular paint, but is a very stinky flexible material made to adhere to plastic. Worked great and has held up for years. Note that you must prep the area very well, as the silicone residue from the other products will cause fisheyes in the bumper paint.
