Check USPS... when I was selling a lot of large/heavy auto parts they were usually the cheapest.
Also consider instead of putting the wheels in boxes, just tape a disc of cardboard to each side to protect the finish. Size matters as well as weight, and that keeps the dimensions to a minimum.
Also compare rates to see if they might be cheaper to ship in pairs (boxed or strapped together) rather than individually.
