You can have continuity with zero voltage. I assume the 20 ohm reading was from the plug on the end of the power cord to the motor leads on the power head motor? Did you test both the Hot and Neutral? That resistance should be zero since that circuit path by-passes all motor widings.
I = E/R, so the 119 volts consumed divided by a measured 20 ohms is about 6 amps. Did you measure through the motor windings? The 6 amps sounds like a reasonable power draw for a running vacuum cleaner.
I hate working on vacuum cleaners. How the manufacturer gets all the circuitry wrapped aound the internal guts with absolutely no slack in the wires is beyond me. Luckily we have a very good and inexpensive vacuum repair man that has saved my butt a couple times - like the time I connected the hose to the wrong port on our old Electrolux when using it to blow out the pool lines in the Fall and sucked water into the vacuum.
