Did you price out having your 17YO get her own policy on a dedicated car (probably the oldest as there's really no financial reason to carry collision on something that old), and removing said car from your policy at the same time? May be cheaper overall. And cross-shop this individual policy instead of relying on the good will of your company to give you the best quote. You'd then have 3 cars with 2 driver's on 1 policy, a reduction, and the daughter on her own policy (possibly with a different company), that you can subsidize if you choose.
When I was in high school I had to get my own policy on my car, NYS minimum coverage (no collision) was between $2-3K annual back in the mid-90's, and back then Progressive had the best rate for me IIRC. My current company was about 3x that even though everyone in my family uses them- they basically refuse to provide coverage for driver's that young, unless you're willing to pay for it.
