I would be concerned about a number of things - wear on the starter, draw on the battery, heat management issues in the engine bay, and an engine management system that isn't tuned/optimized for that sort of activity. Every car I've driven that has automatic engine shutoff also has an engine that fires on the first bump of the starter, and that is not generally a feature of older cars... you need some fairly specific tuning to get those results. An engine that takes longer to start than the time it takes to move your foot between the brake and the accelerator seems like a liability. I certainly wouldn't want to be stuck behind such a car. Beyond that, you need a starting/charging system that is designed to repeatedly turn the starter and then quickly charge the battery back up so it can be ready next time. The problem gets worse if you've got accessories running - blower motor, stereo, headlights, engine cooling fan etc. I suspect that is a larger battery or alternator or both than any 20 year old car will have. You may also need to address thermal management - a hot engine bay is no friend to old parts, and a bunch of them getting heat-soaked every time the engine shuts down may turn out to be a problem. I think these are all non-trivial challenges... and you haven't even gotten into the logic that drives the behavior. Before committing a bunch of money and a lot of time to such a project, I would try manually turning off the car at stops you know are long first to get a real grasp of what your challenges are. Perhaps I've overestimated some of them... or perhaps underestimates. In any case, I'd carry a booster pack when you try it.
