You mentioned that you wanted to do this due to heat loss. I wonder why the heat loss is caused by the access panel. It should be the same material as the ceiling, right? Is there a big gap between the panel and the ceiling that is causing the heat to escape? Try putting a blanket on top of the ceiling where the access panel is and see if that makes the difference, or put a blanket over the garage ceiling.
I don't see any code problem with moving the access panel to the garage, but as others mentioned here, talk to a local building official about it. A fire separation is not required, as far as I know, where I live (California), and I don't think it is required either where you live, otherwise, the attic spaces has to be separated by a rated partition that goes from floor to roof, or the ceiling has to be rated, meaning access panels have to be rated too, which is possible but rare.
