I would try the bounce test, but depending on the car it might not work unless the car is really bad (does work on c900's not 9-5)...
If 1 is shot, the other is probably not great and they should be replaced in pairs. That is a general rule. Unless it is a performance car, or something that you care a lot about, I would go with something oem or close to oem on the back and not bother changing the fronts. I did the rears only on a c900, and probably should have done all 4 to better match front and back, but it is fine (oem to bilstein tourings which are close to oem). 9-5 I did all 4 because I was making a bigger change (from oem to koni).
