Headhunters either work on a (1) retained or (2) contingent arrangement. The first is what most employees want -- a headhunter who has been hired (retained) by a company to find someone to fill a position. That means the position(s) are already open. In the second, you sign up with them and they start calling around to find an opening.
I had a guy lie about being (1). The company asked me if I had hired him (I hadn't). The company hadn't, either, and was run by people I had gone to school with and known for decades and with whom I had previously worked. We were both surprised that the guy, who had no contract with anyone, demanded a commission for "introducing" me to people I already knew.
One quirk about headhunters, probably an explanation for the (1) and (2) structure, is that in most states it is illegal to charge an employee to find a job, at least unless a registered "employment agency". Headhunters always arrange it so the employer cuts the check. If you get hired by a small to medium company the structure relies on the naive assumption that if they have $125,000 to hire you, you will get $125,000 and still get $125,000 if a headhunter costs an extra $25,000 rather than your getting $100,000 ($125,000 - $25,000).
I've met some ethical, helpful, headhunters, but watch of for bottom feeders. Good luck with your search.
