IF you get a large enough sample size, it SHOULD balance out.
CR is not a scientific study, it relies on voluntary participation. It is subject to the prejudices of the owners and possible inaccurate and incomplete information, but it probably is the best metric available.
Leaving CR and back to this study, it is by a Warranty provider. I assume it is data collected from claims they paid. These would be warranties sold for vehicles out of original warranty, but not too old. Vehicles where the original owner might have just left the original warranty. The larges percentage is probably on vehicles that were bought used, and the car seller talked the new owner into including it. Probably a lot of used vehicles where the previous owner knew there was problems and got rid of the car. SAAB could be skewed where previous owner new sludging problem, but the corner used car lot was able to hide it until the new owner discovered a few months later.
