I can't offer much help except to say I've had the same experience. The high-heat paint when dry is incredibly thin and easy to damage. Maybe multiple coats would help?
Regardless, I'd advise painting it a bright color, preferably white or silver. Darker colors will make it radiate more heat to the floor of the car which could have bad consequences.
