Actually I think your challenge is not finding glue to hold stone to metal, it's finding glue that will tolerate the temperature inside the oven. Especially while remaining flexible to accommodate expansion & contraction, and not giving off any fumes or anything that would affect the food.
My suggestion would be to try to find a different solution that doesn't involve glue. Could you make up some small metal l-brackets and attach them to the interior of the oven to keep the shelves from moving? Or possibly drill holes in the shelves and pads and install small pins through both?
