Illogical? The more predictably traffic is flowing, the less potential there is for an accident. If people aren't allowed to pass on the right, it's one less thing you have to look for when changing lanes. Also, most cars/trucks/etc have much larger blind spots on the passenger's side than on the driver's side which makes it more dangerous to pass on that side.
Re the Mass. law (see https://malegislature.gov/Laws/GeneralLaws/PartI/TitleXIV/Chapter89/Section2) it turns out I wasn't quite right... passing on the right is allowed on one-way streets, which includes divided highways.
