That annoys me also, though I may have been guilty of it also occasionally - if both cars are averaging *almost* the same speed, you speed up to pass (otherwise passing is unsafe - much worse imho are the folks who spend 10 minutes passing at 1mph greater than the car they were following), then you let off after passing to regain normal cruising speed. Where I sometimes might annoy someone is that I never use cruise, so my cruising speed varies a little and sometimes might be a little less for a short while. Usually the opposite though.
However, there is a corollary pet peeve where the car you are passing decides to speed up as you pass them. Kind of frustrating if they were really poking along prior. I don't know if it's an ego thing or a subconscious thing, but it's not so good. Again, where I don't ever use cruise, if for some reason I have let off the gas a little for a short while, sometimes I find myself being passed by someone I passed a short while ago, and later pass again. Other times, if I see that car switching lanes to pass or catching up (eg if they have really upped their speed) due to my temporary slowdown, I usually try to regain my normal cruising speed before they pass so they either have to really pass and go faster, or just not bother... saves a lot of leapfrogging. Speeding up while being passed though is dangerous. I usually actually let off the gas if the passer is a slow passer to get them by faster.
On a 1 lane each way road, I adjust my speed more to reduce the # of passes as compared to a divided hwy.
Imho, there should be a rule that trucks or campervans should never be in the left most lane. So frustrating when they get slooowly passing each other for miles and miles blocking the whole road.
