Different cars have different throttle response. Most people drive harder than they realize. When I first got my Wrangler I got 15/16 driving what I thought was pretty gently. It has an "eco" feature which is essentially a vacuum gauge readout that prompts you to drive economically. I didn't realize what a lead foot I really was until I started using it. If I really concentrated and stuck to it I could get 20pmg in strictly city driving and 22/23 highway. My best was 25.5 over 200 miles. Not bad for a 4400 pound brick. My point is that how you drive can make a huge difference and the mileage you are getting while on the low side, isn't out of the envelope of what one might expect with a car of that weight/size/horsepower. Of course this is predicated on the assumption the car is up to snuff in terms of air cleaner, spark plugs, fuel filter, etc. and that you aren't using cheap ass gas.
