Apparently distracted driving due to phone use is now the largest % cause of accidents locally (I think they said ~40%, more than drinking and driving) - in spite of laws in place that limit phone use to be hands free only... but many people just completely ignore the law because it is not always easy to enforce. That said, civilian dressed cops have been wandering around in downtown traffic lately, knocking on doors of cars where the owners are yakking on phones (hands un-free) or texting or whatnot.
When there is snow on the road and someone is also distracted, I can see the opportunity for pileups... but it only takes a few people who are smart and stop early to end the pileup. That said, in complete white out conditions, one can't see too far ahead... but one should not overdrive what one can see, ie the stopping distance for the conditions must be within the field of view (eg headlights at night) or you are driving too fast. I suspect this was another major factor in that pileup in Maine. And before someone says "not my fault if I'm rear ended" - if you slow and eventually stop with many car lengths in front of you, you can control the traffic from behind and not be in a pile up.
