Yeah, the comment about insurance isn't actually universally true. Things that affect your rates are governed by state law. For example, it's not true in California where state law mandates that insurance premiums can only be based on public driving record, years driving, and miles driven. Not all incidents result in points on your driving record - for example, making a claim against your comprehensive insurance would not result in a point, thus it would be illegal to change your premiums. The same is true for not-at-fault accidents and at-fault accidents with total property damage of less than $750. You could get radically different results in another state, but in California you can get into minor fender benders and run over deer and crack windshields all day and all night and not have your rates change.
