I live in the Chicago area and was a happy Verizon subscriber, could make calls from my basement - until a few years ago when they retuned their system for more capacity. After the retune, I had to go stand in the middle of the street to make or receive a call, completely unacceptable for someone who works out of their house.
Of the four major service providers, T-Mobile provided the best coverage at my house; this is not true for other locations around the city and in nearby vacation areas. I decided to go with best coverage where I spend most of my time.
T-Mobile provides unlimited data and text messaging at no extra charge in Costa Rica, and 20 cents per minute for voice calls if you subscribe with their "Simple Choice" plan. Note that they have good coverage in a lot of countries, but do not in others, i.e. Belize where they charge $4.19/minute for voice calls!!!
