Yes the technology exists to match the color, but most folks can pick up very subtle variations in texture and sheen as well as color. Often even with the best paint match the job has to be "blended" into the existing color quite a bit beyond the bumper. Because of the cut line and that 9-3 bumpers don't blend into the body, you can probably get away with just painting the bumper to "match".
