I admit it would be better if the photo had at least one Saab in it.
Or were you talking about the water tower? I assume the designer didn't realize what his tower would look like when finished. Or maybe the city fathers wanted a larger water tank capacity which required the iron tank to overhang the foundation column. Or maybe the designer forgot his tower got smaller as it went upwards and had the tank constructed to match the base diameter. I have never heard of a similar design being constructed.
