I am not certain what you'd think ebay would or could do... send a goon squad to San Francisco to break legs? The mall doesn't send out enforcers when your wallet gets lifted in the foot court - you call the police and fill out a report. Ebay is no different. It's definitely annoying and disappointing, but the only people who can legally enforce the law is law enforcement...
