It replaces the piercing tap. There's really no difference between the two styles of tap as far as I can see aside that one is sharp to pierce the can and the other is blunt to operate the built-in valve in the new cans.
My '97 CSE's AC has been holding up really well, have not had to add any refrigerant in years. However the condenser fan is shot so on really hot days in traffic the AC is marginal. (I have a new fan but it's such a pain to install I haven't bothered.)
The '95 CSE does need to have a can added each season. I really should track down the leak at some point and fix it. (Though if it's the evaporator I don't think those are available any more.)
