I had bad rust area repaired on my 2001 9-3 a few years ago by a body shop in rural CT that does this work often. The rust was on the rear driver side wheel arc near the rear passenger door opening (typical spot on the OG 9-3). I recall the base quote was a flat $500 for the rust repair: all the sheet metal fab, cutting , welding, grinding, etc., per repair area. Then there was the painting charge for prep, masking, mixing, spraying, etc, that was an additional $200 or 300. I had a couple other non-rusted areas resprayed at the same time, so my total for all the work was around $1000 because I had that extra scope added in. The shop I used included a lifetime warranty on the work against the rust coming back.
From how you describe the condition of the SPG, you could be looking at many thousand $. This work is time consuming, each repair area needs patches cut, bent, welded, ground, sanded. For a curved surface, that gets tricky for an amateur without a collection of the right tools and knowledge.
Perhaps inquire with a classic car restoration shop, as this type of work may be beyond what an everyday body shop/ collision shop would want to work on.
