Broken Bolt Removal

This is my mother's non-Saab. I was removing the rear license plate and the screw head sheared off. I sprayed penetrating oil at the bolt periodically for a couple hours. I drilled all the way through the bolt, inserted an EZ Out and started turning it. The EZ-Out broke and the bolt has not moved at all. I don't know what to do now. The EZ Outs appear to be significantly harder metal than my drill bits as drilling it out just dulls the bits. The bolt threads into a square nut welded at each corner to the trunk lid interior. I have hit 3/4 welds with a dremel tool thinking I could twist it off with a wrench but have so far been unsuccessful.
This car only has 2 license plate screws, otherwise I would just leave it alone. I have yet to try splitting the nut with an actual grinder. Will make another attempt to drill out the interior side of the bolt, as well as maybe drilling very small holes around the perimeter of the nut in order to weaken it and again twist it off with a wrench.
If I had known what a pain this was going to be I would've just drilled out the bolt and re-tapped it slightly larger.
