Brake fluid is hygroscopic - it likes to absorb water. Water gets into the system via the condensation that forms when you heat and cool the brakes. It can also get into the system via the brakes reservoir. When you apply the brakes, the fluid drops and air is drawn into the reservoir. Once the water is in the system, you get corrosion (rust).
You might be surprised at how better the pedal feels when you flush the system.
