Tetrachloroethene (PERC) products are legal in most states - not too surprised its banned in California - CA is typically way ahead of the US regulations in general. In June, EPA formally announced they were planning to ban it from consumer products - so that is likely coming.
That being said, it is an excellent solvent and risks to human health and the environment are minimal in outdoor settings when used above impermeable surfaces (so that it can evaporate). PERC is photo-sensitive and breaks down quickly in the atmosphere. It is wise to wear gloves and keep it off of your skin (as with all solvents). Inhalation is one of the largest vectors but hazardous concentrations are unlikely in outdoor settings. If used in the garage, a ventilation fan is recommended.
It is in a class of chemicals that are a bit pernicious in how we experience them. PERC quickly overrides our ability to smell it which can lead to unintentional exposures of high concentrations. A very high concentration is necessary to create short term effects. Long term effects are an issue for commercial settings where people use this every day.
