I cannot offer a location but I do have some thoughts to share.
1. The obvious one: Your wheels need to be very straight without side to side run-out also.
2. You should be looking for a place with a match/road force balance machine. This is what I have been told Tire Rack uses when they mount and balance tire and wheel packages. It will spin the tire for out of balance then apply a load with a large roller to find hard and soft spots in the tire. This also finds bends in the wheel to some extent. The machine then has you measure the rim for run-out. At this point it will recommend spinning the tire on the wheel to match the hard spots in the tire with the low spots on the wheel. Or it may tell you to replace the tire or wheel. If you want a real smooth tire set up this will find it.
You will find that large tire shops and some dealerships have these machines. GM actually required them in there dealerships sometime before Saab was gone. Ofcourse there may be an even better machine out there now but I don't know what it is. It does take more time and does cost more but it will either give you a better balance or let you know where the issue is. I think that is was best to warm the tires up with a drive before performing the match balance.
