Could be dangerous to neighbors if something sets them off, hives are disturbed etc. and then a swarm goes after anyone or anything nearby (people or pets). I'd think the homeowner would want them removed but perhaps they don't want to pay for a pro. My '03 9-3 sits in the driveway quite a bit (work from home) and I had several yellow jacket nests in each of my side mirrors, and one beneath the plastic cowl cover. There were yellow jackets actively hanging out in there I guess watching the nests. I angled each of the mirrors so I had the best access and then blasted them good with the jet bug spray late at night when there was no real activity. Did each side on different nights and then quickly washed down the side of the car. Those buggers will try to get in anywhere to build nests. However for large nests I'd call a pro even before it became that big of a problem.
