No, it's not necessary to use a shell for legacy software.

Follow these instructions and you'll be fine:

Download the WIS installation program from my server, here: https://pwndrop.deatheaters.org/UbqfXWaD/WIS.msi

Run the installation program.
Once it is installed, RIGHT click on WIS.exe (which should be in the C:\SAAB\Wis\bin folder, and click "Run as administrator". The program will run, but everything will be in Swedish at this point. Running it ONCE as administrator finalizes the installation details.
Close the program.

Now to switch everything to English:

Run Regedit (the registry editor).
On the tree it presents, navigate your way to HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Sorman Information AB\WIS\Users
Select the Language entry and change SE to US
Select the Market entry and change SE to US

Exit Regedit.

You're done! WIS should now work fine, and in English.
