When I was in France last year, I bought custom European plates for both of my SAABs. In France, plates are purchased from an auto parts store, something I found both interesting and somewhat odd. I bought mine in Nice from a generic auto-parts store called "auto-boutique". I had a choice in plate color (yellow or white) and lettering. I wound up using part of my initials, and "99" on the end. :) I also had the choice of having the European Union symbol for France which I also chose. The plates were then stamped and painted by the store and were ready in about an hour.
Check out the link below for autoplates.com, they appear to sell euro-plates although I am not sure about custom.
