900 turbo miss/hesitate @boost

I have now owned two 1987 900 16v turbo's that start missing and bucking when they first start to boost in the upper gears(3rd 4 5th). I sold the first one out of frustration, the second I have already checked the obvious - slit in hose, knocked off vac line, etc. Does pop off valve fail? Any way to check? Turbo sounds noisy when this happens. Any help???
