I like the sprinkler idea under the car.
Another option is to use Simple Green in the engine department. I just spray it everywhere and use a stiff nylon brush where I can reach. Let it soak for a few minutes and them spray off with the garden hose (hose pipe for the people in Dixie), I use a five position nozzle set on diffuser (expanding cone shape). Then I usually start the engine and let it run for a few minutes to dry everything off (I usually finish washing the car first).
As for the Bimmer not starting, that is pretty common; especially in the E36 3-series. The ecu is near the firewall and if it gets wet, the car will not start until it dries out. I know people living in New Orleans that have been stranded for a while after parking the car outside, under a clogged gutter. I wouldn't worry about your mom's car, just be carefull when you clean the engine
