I've used several of these, and was not happy at all. They are very slow and bombard with advertisements that can't be changed or moved. Freeservers is probably the worst -- it doesn't work most of the time.
I have used Hypermart some and have found it to be much better. They provide free domain hosting (you can use your own .com address), perl, SSI, Frontpage extentions all free. The site is reliable and pretty fast. It is meant as a business site host, but I haven't seen them try to force me to be business-oriented. I am just using the account to experiment with CGI code and test other things right now. They have a default popup ad window, which is annoying, but you can change it so that you can place the ad wherever you want on the page. They provide the HTML to do this. That system allows much more flexibility -- you aren't forced to work around someone elses idea of where an ad should be. Still, it has the be above the fold (visible without scrolling down).
I've found that the only really reliable, free site is the one that comes with my internet connection. I try to use this one as much as possible.
