You've obviously got his address, since you mailed him a check. Call the police in his city and report your louvers as stolen. If he's cashed your check, the louvers belong to you. If he's not delivering the merchandise, he's stealing if from you. Unfortunately, in most jurisdictions, if you paid less than $500 then it's only a misdemeanor and the police are less gung-ho about going to grab the guy.

P.S. Depending on how much it was, you can also contact a lawyer where you live about suing him for conversion, which MIGHT allow you to buy other louvers, with the deadbeat being ordered by a court to pay the difference between what you paid initially and the greater cost of replacement louvers.
